Custom Software Development for Businesses in the United Arab Emirates

Alpha ExpansionMarket notes reviewed October 2026
In short

We design and build business software for companies operating in the United Arab Emirates. Systems here often serve a group of entities across the mainland and free zones, issue VAT invoices that will have to move through the national e-invoicing system, use UAE Pass for sign-in and signatures where a service is approved, and keep personal data under whichever data protection regime applies to each entity.

Key points
  • 01Group structures across mainland and free zones shape the data model
  • 02Plan now for structured e-invoices exchanged through accredited providers
  • 03Each entity may sit under a different data protection regime
01

What shapes a software project in the UAE

Companies in the Emirates are frequently groups, with a mainland entity, one or more free zone entities and branches in neighboring countries. Software that treats the business as one simple company runs into trouble quickly.

TopicWhat it means for your softwareDecide early
Entities and licensesEach entity has its own trade license, tax registration, bank accounts and sometimes its own regulator. Orders, invoices and reports need to know which entity they belong toThe entity structure the system must model, including ones you plan to add
VAT and e-invoicingVAT invoices already carry required content. The Ministry of Finance is introducing a national e-invoicing system in which structured invoices are exchanged through accredited service providers, phased in by company sizeWhich system will produce structured invoice data, and when your phase begins
Identity and signaturesUAE Pass gives approved services verified sign-in and digital signatures, which can remove paper from onboarding and approvalsWhich steps truly need a verified person or a signature
Personal dataThe federal Personal Data Protection Law covers the mainland. DIFC and ADGM apply their own data protection laws, and health data has separate rulesWhich regime governs each entity's data, with your legal adviser
Payroll and HRSalaries are paid through the Wage Protection System using its file format, and HR records hold visa, Emirates ID and contract data with expiry dates to trackWhether the system prepares payroll files or hands data to an HR product
LanguageEnglish is the common working language. Arabic is required or expected for certain official documents and for services to citizensWhich documents and screens need Arabic

Workflows we build for companies in the Emirates

Four processes where groups in the UAE commonly outgrow spreadsheets and email, shown as the steps a system takes over.

Inter-company order and invoice

One entity sells, another delivers, and the accounts have to agree at month end.

  1. Order taken by the selling entity
  2. Fulfilled by the group warehouse
  3. Inter-company charge raised
  4. VAT invoice to the customer
  5. Structured invoice data prepared
  6. Books reconciled across entities

Customer onboarding without paper

For brokers, lenders, clinics and service firms that must know their customer.

  1. Customer starts online
  2. Identity confirmed with UAE Pass
  3. Documents collected and checked
  4. Agreement signed digitally
  5. Record created in the CRM

Document expiry and renewals

Licenses, visas, permits, vehicle registrations and contracts, each with a date that must not be missed.

  1. Documents registered with expiry dates
  2. Owner assigned
  3. Reminder before renewal
  4. Renewal task tracked
  5. New document stored
  6. Audit trail kept

Property and facilities operations

For owners and managers of buildings and communities.

  1. Unit and contract records
  2. Rent schedule and cheques tracked
  3. Maintenance request logged
  4. Contractor dispatched
  5. Cost charged to the right unit
  6. Owner report produced

What we build

01

Multi-entity systems

Order, billing and operations software in which every record belongs to an entity, with group reporting on top and access limited by entity and role.

02

Invoice data ready for e-invoicing

Invoices held as structured data, so that the fields the national system requires can be passed to your accredited provider when your phase starts.

03

Verified onboarding

Onboarding journeys that use the national digital identity where your service has been approved, with a document trail for audit.

04

Portals for customers and partners

Self-service portals for statements, requests and documents, connected to the systems you already run. See client portal development.

05

Integrations

Links to your ERP, accounting, HR and banking tools through their documented interfaces, so that figures are entered once.

06

Dashboards for group reporting

Management views across entities and countries, built on one consistent set of definitions.

04

What we need from you

  • A chart of your entities, licenses and tax registrations
  • The people who run the process today
  • Sample invoices, contracts and reports
  • Test access to the systems to be connected
  • Your tax and legal advisers' positions on invoicing and data

Ownership and licensing terms are defined in the project agreement.

What to do next

Send us an outline of your entities, the process you want to improve and the systems you already use. We will come back with an approach and with a view on what should be custom and what should stay in a product. Start a conversation or book a 30-minute call.

To prepare, see our software requirements document template and the comparison of custom integrations and existing connectors.

Common questions

How should our software prepare for UAE e-invoicing?

Hold invoices as structured data, not only as PDFs, and make sure every field the national system requires is captured at the source. Invoices will be exchanged through accredited service providers, so the practical step is to confirm which provider or ERP route you will use. The rollout is phased and its dates have been amended before, so check the Ministry of Finance's current schedule.

Can one system serve our mainland and free zone entities?

Yes, and it usually should. The system models each entity separately, with its own numbering, tax registration and access rights, and reports across the group. What differs between entities, such as the data protection regime or a regulator's requirements, is handled as configuration and policy, not as separate software.

Do we need Arabic in an internal business system?

Often not on every screen. English is the usual working language in UAE companies. Arabic matters for documents that go to government bodies, for some contracts and for anything used by citizens or Arabic-speaking customers. We list those documents first and design the bilingual parts around them.

Where should the system be hosted?

Major cloud providers operate regions in the UAE, which makes local hosting straightforward when it is needed. Whether it is needed depends on the data, the sector and the regime that applies to each entity. Health and financial data in particular can carry location requirements. We set up hosting to match the position your advisers confirm.
