What shapes an AI project in the UAE
The Emirates are an easy place to start with AI and a detailed place to finish. Languages, licensing zones and cross-border operations each change what an agent has to do.
| Topic | What it means for your agent | Decide early |
|---|---|---|
| AI rules | No federal AI statute was in force when this page was reviewed. A national charter sets out principles for the development and use of AI, and a federal authority for AI and data was announced in 2026, so more detailed rules may follow | Who watches for new rules, and how the agent's records would answer them |
| Three data regimes | The federal Personal Data Protection Law covers the mainland, while the DIFC and ADGM financial free zones apply data protection laws of their own. The DIFC's rules include a regulation on personal data processed by autonomous and semi-autonomous systems | Where each entity is licensed, confirmed with your legal adviser |
| Many languages | Residents come from many countries. Customers write in English and Arabic, and often in Hindi, Urdu, Tagalog or Malayalam. An agent can answer in several languages, but each one it offers has to be tested | Which languages the agent supports at launch, and who checks each |
| Calls and marketing | Telemarketing rules cover marketing calls: prior approval for the company, locally registered numbers, limited calling hours and respect for the Do Not Call Registry. Voice calling over the internet is itself a regulated area | Whether the agent only answers, or also calls and messages first |
| One base, several countries | Many UAE companies sell into Saudi Arabia, Kuwait, Qatar and beyond from one team. An agent then needs each country's prices, stock, delivery promise and return policy, not one blended answer | The countries in scope, and where each country's facts are kept |
| Regulated sectors | Banks, insurers and health providers answer to their own regulators, and health data has separate rules on storage and transfer | Whether your sector sets conditions before an agent touches client data |
Agent workflows we build for UAE businesses
These four reflect how companies in the Emirates sell and serve. Each one is a first shape that we adjust during discovery.
Multilingual front desk
For service businesses whose customers write in whichever language comes first.
- Customer writes on chat or WhatsApp
- Language recognized
- Answer drawn from approved content
- Booking or order action taken
- Handoff to staff in the same language
- Conversation logged
Property enquiry handling
For brokerages and developers that receive enquiries from portals around the clock.
- Enquiry arrives from a portal or an ad
- Agent confirms budget, area and timing
- Matching listings suggested
- Viewing booked in the broker's calendar
- Broker receives a summary
Order support across the Gulf
For retailers that serve several countries from one customer service team.
- Customer's country identified
- Order found in the store system
- Courier status read for that country
- Refund handled under that country's policy
- Exceptions passed to a person
Onboarding document checks
For firms that collect trade licenses and identity documents before work begins.
- Client uploads the documents
- Names, numbers and expiry dates read
- Compared with the application form
- Mismatches flagged
- A person approves the record
What we build
Agents in several languages
One agent that replies in English, Arabic and the other languages you choose, each measured on its own test set. The omnichannel conversation agent page shows the channels.
Regime-aware data handling
Hosting region, retention and notices set to match the mainland, DIFC or ADGM rules that apply to the entity running the agent.
Regional knowledge
Country-specific prices, stock and policies kept apart, so a customer in Riyadh and one in Dubai each get the answer that is true for them.
Property and booking flows
Qualification, matching and scheduling connected to your CRM and calendars, as described on the property viewing agent page.
Document reading
Extraction from licenses, IDs, invoices and contracts in English and Arabic, with a person approving anything the agent is unsure of.
Controls and records
Limits on what the agent may do alone, approvals for the rest and a log that shows who or what took each step.
What we need from you
- The entity that will run the agent, and where it is licensed
- The languages your customers use, in order of volume
- Sample conversations or documents with personal details removed
- Access to the CRM, store or booking system involved
- A person who can approve answers in each language offered
Ownership and licensing terms are defined in the project agreement.

Common questions
Is AI regulated in the UAE?
There was no federal AI statute when this page was reviewed. A national charter sets out principles for AI, a federal authority for AI and data was announced in 2026, and existing laws on personal data, consumer protection and telemarketing already reach what an agent does. The financial free zones have rules of their own. Expect the picture to keep developing, and confirm it with your adviser before launch.
Does it matter for an AI project whether we are in DIFC or ADGM?
Yes. Each of the two financial free zones has its own data protection law and regulator, separate from the federal law that covers the mainland. The DIFC has also issued a regulation on personal data processed by autonomous and semi-autonomous systems, with duties around notices, risk assessment and accountability. We ask where each entity is licensed at the outset, because hosting and notices follow from the answer.
Can one agent serve customers in both Arabic and English?
Yes, and usually in more languages than those two. The model replies in the language the customer writes in. What takes work is everything around it: content that exists in each language, a test set for each, and staff who can take over a conversation in that language. We launch with the languages you can support properly and add others once they pass their tests.
Can an AI voice agent phone customers in the UAE?
Treat outbound calling as a regulated activity and check before you build. Telemarketing rules require a company to hold approval, to call from locally registered numbers within set hours and to respect the Do Not Call Registry, and internet calling is regulated separately. An agent that answers calls on your existing business lines raises fewer questions, which is why many projects begin there.
