What shapes an app project in the UAE
The Emirates combine a small citizen population with a very large resident one, drawn from many countries. That mix, more than any single regulation, sets the brief for an app here.
| Topic | What it means for your app | Decide early |
|---|---|---|
| Audience and language | Many consumer apps lead with English and offer Arabic, while services aimed at citizens or tied to government lead with Arabic. Both directions have to be complete, not one polished and one approximate | Who the primary user is, and which language they open the app in |
| Sign-in and identity | UAE Pass is the national digital identity. Where a service is approved to use it, customers sign in and sign documents without a new password | Whether your service needs verified identity, and who applies for access |
| Payments | Cards and Apple Pay or Google Pay carry most app checkouts, installment services are widely offered, and Aani, the instant payment platform, is an additional route | The payment provider, and which methods matter for your category |
| Personal data | The federal Personal Data Protection Law applies on the mainland. The DIFC and ADGM free zones have data protection laws of their own, and health data has separate rules | Which regime applies to you, confirmed by your legal adviser |
| Calls and messaging | Voice and video calling inside apps is a regulated area. Chat, notifications and click-to-WhatsApp are the familiar ways to reach customers | Whether any calling feature is planned, so that it is checked before design |
| Addresses | Buildings and communities are easier to find by map pin than by street address, and Dubai uses Makani numbers for exact locations | How the app captures a delivery or service location |

What we build
Apps for both stores
Native iOS and Android apps, or one React Native codebase where it suits the product. The reasoning is set out in native vs cross-platform.
Two complete languages
English and Arabic designed as equals, with layouts that mirror, type chosen for each script and content managed per language.
Identity and sign-in
Phone and email sign-in, and integration with the national digital identity where your service has been approved to use it.
Payments and wallets
Card, Apple Pay and Google Pay checkout through your payment provider, with refunds and reconciliation in the backend.
Backend and hosting
API, database and admin tools, hosted in a region chosen to match your data obligations.
Release and upkeep
Store listings in both languages, review handling and a plan for yearly system updates.
What we need from you
- Your trade license details, which providers ask for at onboarding
- A clear primary audience and language
- Access to the systems that hold customers, contracts or stock
- Your legal adviser's view on which data protection regime applies
- One person who can approve designs and decide scope
Ownership and licensing terms are defined in the project agreement.

Send us a short description of the app, who it is for and which systems it has to work with. We will answer with an approach, the decisions that come first and what a sensible first release would hold. Start a conversation or book a 30-minute call.

Common questions
Should a UAE app launch in English, Arabic or both?
Both, in most cases. English reaches the widest resident audience, and Arabic matters to citizens, to government-related services and to visitors from the region. The decision that changes the design is which language is the default. Building the two together is far simpler than adding a right-to-left version to a finished app.
Can our app use UAE Pass for sign-in?
UAE Pass is open to private-sector services that apply and are approved, and it can provide verified sign-in and digital signatures. Whether your service qualifies, and what the onboarding involves, is decided by the scheme's operators. We plan the app so that it works with ordinary sign-in first and adds the national identity once access is granted.
Does it matter whether our company is in a free zone?
It can. Payment providers ask for license details, and the data protection law that applies to you differs between the mainland and the financial free zones of DIFC and ADGM. The app itself is built the same way. What changes is which rules its privacy notice, consent screens and hosting decisions have to follow.
Can we add voice or video calls to the app?
Treat it as a question to answer before design. Internet calling is regulated in the UAE, and what is allowed depends on the service and on how the feature is delivered. Text chat, notifications and links to permitted calling services are common alternatives. Check your specific case with the telecom regulator's current guidance or with your adviser.
