What shapes an AI project in Qatar
Much of Qatar's business is done between large organizations and their suppliers, on paper trails that run in two languages. That is where an agent saves the most time, and where governance matters most.
| Topic | What it means for your agent | Decide early |
|---|---|---|
| AI rules | Qatar had no AI law in force when this page was reviewed, although one has been discussed. The national cyber security agency has published guidance on adopting AI securely, and the communications ministry has issued principles for ethical AI. Both guide practice without being binding law | Which guidance your organization will follow, and who signs it off |
| Financial firms | The Qatar Central Bank's AI guideline applies to the firms it licenses. It asks for an AI strategy, risk assessment, accountability at board level and information for customers about AI systems | Whether you, or the client you serve, fall under the guideline |
| Personal data | The Personal Data Privacy Protection Law makes consent the usual basis for processing and gives people rights over their data. Data of a special nature, such as health records, carries extra conditions. The Qatar Financial Centre has data rules of its own | Which records the agent may read, and on what basis |
| Contracts and data location | Government bodies and large clients often write data location into their contracts. Major cloud providers operate regions in Qatar, which keeps in-country processing possible | What your contracts say, before a model or a host is chosen |
| Two languages on paper | English is the shared working language and Arabic the official one. Tenders, contracts and official letters often carry both, sometimes side by side on one page | Which documents the agent must read in Arabic, and who checks them |
| Scale | Volumes are smaller than in neighboring markets. The business case usually rests on hours of skilled staff time per document, not on thousands of conversations | The process where each case costs the most time today |

What we build
Document agents
Reading, comparing and drafting for tenders, contracts, reports and forms in Arabic and English. The RFP response agent page shows one case in detail.
Enquiry and service agents
Agents for shared inboxes, websites and WhatsApp that draft or send replies under rules you set. The email inbox agent page describes the approach.
Governance pack
A written record of purpose, data sources, risks, tests and approvals, in a form that a client, an auditor or a regulator can read.
In-country processing options
Model and hosting choices that keep data in Qatar where a contract requires it, weighed against cost and capability.
Approval steps
A person signs off anything that leaves the company or changes a record, and the system keeps the evidence.
Private knowledge search
Answers drawn from your own documents with access rights respected. Our comparison of RAG and fine-tuning explains the choice of method.
What we need from you
- The document or enquiry type you want to start with, and its volume
- Examples in both languages, with confidential details removed
- The contract clauses on data location and confidentiality that apply
- A project owner with authority to approve the agent's scope
- Access to the systems where the documents and records live
Ownership and licensing terms are defined in the project agreement.

Common questions
Does Qatar have an AI law?
Not when this page was reviewed, although a dedicated law has been under discussion. Guidance exists: the national cyber security agency has published guidelines on the secure adoption of AI, and the communications ministry has issued ethical AI principles. The Personal Data Privacy Protection Law is binding, and financial firms follow the central bank's AI guideline. Ask your adviser for the current position before you commit.
Can we use a cloud AI model if our contract says data must stay in Qatar?
Sometimes, with the right setup. The options are a model that runs on cloud infrastructure inside Qatar, a provider whose terms and processing location satisfy the contract, or removing the restricted data before a request is sent. Which of these is acceptable is decided by the contract's wording and by your client, so we read the clause with you before proposing a design.
We are licensed by the Qatar Central Bank. What changes?
The central bank's AI guideline applies to you. In outline it expects an AI strategy, a risk assessment for each system, accountability at senior level, human oversight and clear information for customers. Your compliance team owns the reading of it. We supply what a technical partner should: documentation of how the agent works, test results, logs and the controls that limit what it can do.
Is our volume large enough to justify an AI agent?
Volume is the wrong test for most companies in Qatar. A tender that occupies a bid team for most of a week, or a monthly client report compiled by hand, can justify automation at a handful of cases a month. We look for work that is frequent enough to matter, structured enough to check and costly in skilled time. If nothing fits, we will say so.
