Custom Software Development for Businesses in Saudi Arabia

Alpha ExpansionMarket notes reviewed October 2026
In short

We design and build business software for companies operating in Saudi Arabia, from order and billing systems to customer portals and internal tools. The work accounts for what is specific to the Kingdom. Invoices follow ZATCA's e-invoicing rules, screens and documents work in Arabic and English, calendars and the working week match local practice, and personal data is designed around the Personal Data Protection Law.

Key points
  • 01Billing software has to produce invoices that meet ZATCA's rules
  • 02Arabic documents and both calendars belong in the first design
  • 03Connections to government platforms depend on your own access
01

What shapes a software project in Saudi Arabia

Business software carries the rules of the place it runs in. For a Saudi company, these are the ones that reach into the data model and the screens, so they are settled before the first line of code.

TopicWhat it means for your softwareDecide early
E-invoicingZATCA's Fatoora rules set the content and format of tax invoices, including Arabic on the invoice and a QR code on simplified ones. Companies in the integration phase send invoices to ZATCA's platform for clearance or reportingWhether invoices are issued by your ERP, by the new system or by an e-invoicing provider between them
Language and documentsStaff may work in English while customers, contracts and official documents are in Arabic. Screens, PDFs, emails and reports each need a language decisionWhich screens are bilingual, and which documents must exist in Arabic
Calendar and working weekDates appear in the Gregorian and the Hijri calendar, and the working week runs Sunday to Thursday. Scheduling, service levels and period reports all depend on itWhich calendar drives reporting periods, and how public holidays are maintained
Personal dataThe Personal Data Protection Law covers employee and customer records alike, with rules on purpose, retention, access requests and transfers abroadWhat is stored, for how long, and in which country it is hosted
Government platformsMany processes touch national platforms for identity, labor, payroll reporting or payments. Each has its own eligibility rules and onboardingWhich connections you are entitled to, and who in your company owns each relationship
Security expectationsLarge customers and public bodies often ask suppliers to show how they meet national cybersecurity controlsWhich customers you intend to serve, since their requirements become yours

Workflows we build for companies in the Kingdom

Custom software earns its cost where a process is specific to your business. These four are frequent candidates here, shown as the steps the system carries.

Quote to compliant invoice

For distributors, contractors and service companies that still assemble invoices by hand.

  1. Quotation in Arabic and English
  2. Customer approval
  3. Order and delivery note
  4. Tax invoice in the ZATCA format
  5. Clearance or reporting
  6. Payment matched to the invoice

Approvals across branches

Purchase requests, discounts or credit limits that travel between Riyadh, Jeddah and the Eastern Province by email today.

  1. Request raised
  2. Routed by amount and branch
  3. Approved on a phone
  4. Recorded with name and time
  5. Posted to the ERP

Customer portal with online payment

For companies whose customers ask the same questions about orders, statements and contracts.

  1. Customer signs in
  2. Sees orders and statements
  3. Pays an invoice online
  4. Downloads the tax invoice
  5. Raises a request
  6. Follows its status

Field operations

Maintenance, inspection and delivery teams reporting from site.

  1. Job assigned
  2. Checklist completed on site
  3. Photos and signature captured
  4. Report generated in Arabic
  5. Invoice triggered

What we build

01

Operational systems

Order management, billing, scheduling and inventory shaped to your process. When a standard product would fit, we say so. See custom vs off-the-shelf software.

02

Bilingual interfaces and documents

Screens that switch between Arabic and English, and generated documents, such as quotations and invoices, laid out correctly in each.

03

E-invoicing in the flow

Invoice data prepared in the structure ZATCA's rules call for, and passed to the system or provider that performs the submission.

04

Integrations

Data exchanged with your ERP, accounting system, payment provider and the platforms you have access to, through their documented interfaces.

05

Portals and dashboards

Customer and supplier portals, and management dashboards that read from one source of truth.

06

Migration from spreadsheets

Existing data cleaned, mapped and moved, with totals reconciled before the old files are retired.

04

What we need from you

  • People who do the work today, for an honest picture of the process
  • Sample documents, such as quotations, invoices and reports, in Arabic and English
  • Access to the test environments of the systems to be connected
  • Your tax adviser's confirmation of the invoicing approach
  • One owner who can decide scope and priorities

Ownership and licensing terms are defined in the project agreement.

What to do next

Describe the process you want to improve, who takes part in it and where it breaks today. We will reply with how we would approach it and whether custom software is the right answer. Start a conversation or book a 30-minute call.

Two guides help you prepare, whoever you work with. How to choose a custom software development partner and how to replace business spreadsheets with software.

07

Common questions

Can custom software issue ZATCA-compliant invoices?

Yes, when it is designed for it. The system has to produce invoices with the content and format the rules require and, for companies in the integration phase, exchange them with ZATCA's platform. Some businesses do this from their ERP or through an e-invoicing provider, and custom software then hands over clean invoice data. Your tax adviser should confirm which route applies to you.

Should we buy an ERP or build custom software?

Often both. A standard ERP handles accounting, tax and payroll, where rules are the same for everyone. Custom software covers the part of your operation that no product matches, connected to the ERP so that data is entered once. Building everything from nothing is rarely the right choice for a process that is standard.

Does our data have to stay inside Saudi Arabia?

It depends on the data and on your sector. The Personal Data Protection Law sets conditions for transfers outside the Kingdom, and public bodies and regulated sectors can require local hosting. Several cloud providers have regions in the country, so local hosting is practical when it is needed. We follow the position your legal adviser confirms.

Can the software work in Arabic and English at once?

Yes. Each user chooses a language, layouts mirror for Arabic, and documents are generated in the language their recipient needs. Data entered in one language, such as a customer name, can be stored in both forms where official documents require it. This is planned in the data model, not added on top at the end.
